Reserve Program

 

The Newport Police Department is seeking community-minded men and women who will continue with their chosen careers, while volunteering to serve and protect our community as part-time and full-authority police officers.

Service as a reserve officer will offer you training, challenge, excitement, teamwork, opportunities for special assignments and promotion, excellent benefits and significant personal rewards.

Just as career officers, reserve officers are initially assigned to patrol duties following their graduation from the police academy, where they complete the field training officer (FTO) program.

After the completion of their academy and field officer training, reserve officers may work in solo-capacities in marked police vehicles, as independent and full-authority police officers.  Reserve officers may also choose to work with another officer, whether reserve or career, as a two-officer unit.  Our reserve officers wear the same uniform as career officers, and they drive the same police vehicles.   They seamlessly respond to the same radio calls for service, and they perform the same police job duties as career officers.

REQUIREMENTS:

  • 21 years of age or older
  • U.S. Citizen
  • High school diploma or GED
  • Pass background investigation
  • Good character and physical condition
  • Complete aptitude test and psychological evaluation
  • Free of any felony convictions
  • Free of any misdemeanor convictions/pleas involving moral turpitude or domestic abuse
  • Possess or be eligible to obtain an Oregon driver license
  • Good driving history
  • Provide required hours of service
  • Complete Reserve Academy

Our reserve officers are highly regarded by our career officers, and they are fully integrated in the police department's operations.  Sergeants in our patrol precincts and specialty details repeatedly request that additional reserve officers be assigned to their commands, because reserve officers provide outstanding performance and substantial contributions.

PURPOSE/OBJECTIVES:

The Newport Police Reserve Officers

  • Ride on patrol with assigned Patrol Officer;
  • Assist in special assignments as approved by the Department;
  • After three months minimum uniform patrol time, work special detail with another Reserve of Class three or higher, as approved by supervisor.

Class Three Reserve Officer Duties

  • Assume duties of a Patrol Officer, while under the Officer’s direct supervision;
  • Work special details alone when assigned;
  • With six months driving experience in patrol and a minimum of 50 hours of driving with another officer, be evaluated by a Patrol Supervisor and FTO as to ability to drive on special details;
  • Ride with Class two or higher Reserve or Patrol Officer;
  • Perform such functions as assigned and take a two-person Reserve car for special functions, with a Class three or higher Reserve, as approved by the Shift Supervisor;
  • Continue to train and work on completion of DPSST FTO manual.

Class Two Reserve Officer Duties

  • Carry off duty weapon;
  • Put in 20 hours minimum volunteer duty time per month, 10 hours in patrol;
  • Drive solo on special assignments;
  • Engage in special solo vehicle duties as directed by the Shift Supervisor;
  • Work a two-person Reserve unit and district assignment with another Reserve Officer of Class three or higher;
  • Assist in training other Reserve Officers.

Class One Reserve Officer Duties

  • Operate solo patrol assignment;
  • Assume authority and responsibility of a Patrol Officer;
  • Respond to calls for service to handle low priority calls and enforce state laws and city ordinances;
  • Perform duties of any kind, independent of direct supervision;
  • Continue to maintain participation and retain a level of training similar to that of a Patrol Officer;
  • Assist in training other Reserve Officers;
  • Put in at least 24 hours of volunteer time per month, 12 hours in patrol

Because of the exciting and rewarding nature of police work, many of our reserve officers work forty to sixty hours each month, and they easily exceed the annual minimum service requirement.  After graduating from the academy, reserve officers are permitted the flexibility to work the days and shifts that suit their career and family needs.
