Strategic Plan
The Newport Public Library developed a new five-year strategic plan to guide library services and priorities for 2025–2030. The process was facilitated by Laura Kimberly, Library and City Community Engagement Director, and shaped by extensive community input, City leadership, and library staff.

Why Strategic Planning Matters
The Newport Public Library develops a strategic plan to guide services, priorities, and resources. The plan ensures that library programs and initiatives are aligned with community needs, reflect best practices in library service, and provide accountability to residents and City leadership.
The previous plan (2021–2024) was shortened to three years due to COVID. With the 2025–2030 plan, the library has returned to a five-year planning cycle.
The Strategic Planning Process
Step 1: City Manager Approval
City Manager approved the strategic planning process at the request of the Library and City Community Engagement Director.
Step 2: Collect Feedback from the Community
Paper and electronic surveys (in English and Spanish) were distributed through multiple channels. Over 100 responses were received and analyzed by library staff. A Community Feedback Session was held on January 22, 2025 to gather input on library service priorities.
Step 3: City Council Work Session
The Library and City Community Engagement Director introduced the strategic planning process to the City Council and Mayor. During the February 3, 2025 Work Session, Council and Mayor provided feedback on service priorities.
Step 4: Library Staff and Stakeholder Meeting
Library staff and key stakeholders reviewed service area demographics, operations, library standards, SWOT analysis, and community feedback. Stakeholders included City leadership and community representatives.
Step 5: Key Informant Interviews
The Director conducted in-depth interviews with key individuals to gather further insights.
Step 6: Plan Development
Library staff and the Director compiled feedback to develop goals, objectives, and activities for the draft 2025–2030 Strategic Plan.
Step 7: Review and Approval
The Library Advisory Committee reviewed the final draft, and the City Council formally approved the Newport Public Library Strategic Plan 2025–2030 on February 18, 2025.
Step 8: Plan Presentation and Implementation
The final plan will guide services for the next five years. Publicity and marketing efforts will ensure broad community awareness and engagement
