Patrol


The Patrol Division is the backbone of NPD. Twenty-four hours each day, seven days a week, police officers patrol the streets of Newport. Responding from calls from the 911 dispatch center, officers investigate a wide variety of calls from shoplifting and thefts to assaults and robberies.

When not responding to calls for service or traffic crashes, officers patrol all portions of the city. Based on the theory of random patrol, the officers check businesses, residences and public facilities. The frequency of patrol for certain areas of the city may be higher based on past calls for service or crime analysis information. Officers are also on the lookout for traffic violators and known wanted criminals.

Detective

The Detective Division of the Newport Police Department is responsible for conducting follow-up investigations that involve serious crimes.

The majority of crimes investigated by this division are felony crimes where alcohol and/or drugs have exacerbated the severity of the crime. Cases that are complex in nature are assigned to detectives. Some of the detective's duties include evidence collection, crime scene processing, interviewing witnesses and suspects, and sex abuse investigations. 
K9 Teams

NPD has two K9 Teams that assist the department in investigations:

K9 Zoe and handler Sergeant Aaron Bales

  • Active-duty team with NPD since August, 2019
  • Zoe is a Belgian Malinois
  • The team is trained to detect the odor of Methamphetamine, Heroin and Cocaine
  • Passed their Oregon Police Canine Association (OPCA) certification test to become a Certified Narcotic Detection Team
K9 Sly and handler Officer Jerimiah Mangum

  • Active-duty team with NPD since November, 2024
  • Sly is a German Shepherd
  • The team is trained to track human scent and conduct evidence search, general area search, and apprehensions
  • Declared "Top Dog" for 2025 at the annual Springfield Police Department K9 Top Dog Competition
Community Service Officers

Community Service Officers are responsible for the enforcement of certain regulatory ordinances within the City of Newport, particularly in regard to nuisance violations and abandoned vehicles. View the City of Newport's Municipal Code for more information on these ordinances.


Community Service Officers:

  • Enforces the laws and ordinances of the City of Newport and State of Oregon
  • Issues summons to persons in violation
  • Handles citizen's complaints
  • Prepares reports
  • Patrols the City in a preventive manner
  • Reports violations and hazardous conditions; takes corrective action when necessary
  • Testifies in court
  • Issues parking violations
  • Safety, sanitation, and health hazards
  • Advertising violations
  • Junk yard violations
  • Abandoned vehicles
Mountain Bike Team


The Newport Police Department has several officers who are trained in Mountain Bike Patrol. These officers ride bikes during special events, including parades and festivals. An officer on a bicycle is highly mobile and able to respond quickly in heavy foot or vehicular traffic. The officer can provide focused patrols in problem areas and can check areas that he might otherwise overlook from a patrol vehicle.

Throughout the year, during special events, extra officers are placed on duty. These events include the annual Newport Seafood and Wine Festival, Loyalty Days, three-day holiday weekends, New Year's Eve, the Fourth of July, and other special occasions.

Parking Enforcement

The Parking Enforcement Officer’s primary responsibility is to ensure that drivers comply with local parking laws and ordinances, and issue citations for violations. The PEO patrols and monitors for violations, such as parking in a no-parking zone, disabled parking zone, overtime limit, and other types of illegal parking.

When drivers violate parking laws, the Parking Enforcement Officer issues a warning or citation. If the vehicle has unpaid parking tickets, the officer may attach a boot and notify a towing company. The officer is responsible for preparing reports, filing violation paperwork, and is able assist police officers in the event of an accident.

The Parking Enforcement Officer:

Records

NPD's Records Division is responsible for maintaining the accuracy, integrity and confidentiality of sensitive information pertaining to the police department. The duties of this division include processing all police reports, data entry, maintaining fingerprint records, freedom of information requests, and local record checks. The records division can be contacted by calling the police department's main telephone number at 541-574-3348 during business hours of 8:00 a.m. - 6:00 p.m., Monday through Thursday.
Special Projects


The Special Projects division's duties include developing and creating the Department's Annual Report, recruitment, creating videos, flyers and brochures for special events and NPD programs, public service announcements, statistical reports, crime analysis, and ordering promotional materials. This division also has oversight of NPD's online presence, including its social media accounts.


The division is led by Kit O'Carra, a former NPD records clerk with over three decades experience in law enforcement as a police officer, dispatcher, and civil process server.
