CITIZENS POLICE ACADEMY

EMERGENCY NOTIFICATION SIGN UP
Lincoln County has begun using Everbridge Aware™ “Citizen Aware”, an emergency notification system that can communicate with thousands of businesses and residents in minutes during an emergency.
Lincoln County Emergency Services and our 911 dispatch centers can now alert residents county-wide about severe weather, tsunami inundation area evacuations, fires, floods, toxic environmental issues and other emergencies using the notification system. Messages can now be sent to residents on any communication path desired – cell phone, home phone, email, text messaging, fax, pager, PDA and more – ensuring that residents receive life-saving emergency information and important public service announcements in minutes.
Citizens who previously signed up for the former “Reverse 9-1-1” notification will need to sign up again with Everbridge because their information will not transfer to the new system. This new system will allow citizens to provide and manage their contact information and preferences.
Lincoln County may begin using the Everbridge system to notify residents about other important activities, such as road closures and water utility maintenance. More details will be forthcoming. Please join us by signing up and encouraging family, friends and businesses to do the same.

Cell Phone Law Goes Into Effect January 1st 
Drivers accustomed to sneaking a phone call in here and there — hoping they might get away with it — will have few if any excuses left after Jan. 1, 2012. That’s when a law modifying Oregon’s ban on cell phone use goes into effect, along with a few other transportation-related laws aimed at increasing safety on our roads. Here’s an overview of several specific laws:
Cell phone use and texting while driving modifications. For most drivers, it is already against the law to use a hand-held cell phone while driving in Oregon. The original law, however, allowed cell phone use “in the scope of the person’s employment if operation of the motor vehicle is necessary for the person’s job.” That exemption is removed with House Bill 3186 effective Jan. 1, 2012, so that the only drivers allowed to use a hand-held mobile communications device are those over 18 who are:
* operating a roadside assistance or tow vehicle or
* operating a utility vehicle for the purpose of servicing a utility.
In addition, the bill outlaws texting for all drivers. In essence, as of Jan. 1, it will be illegal for nearly everyone to use a cell phone and/or text while driving, unless it is a hands-free device (no exemptions for drivers under age 18). The violation is a Class D offense, with a new base rate, effective Jan. 1, 2012, of $110.
